does this mean there is a total limit as to how many items can be given in the homer Buddha's
or are these just the stats of how many time a homer buddha was tried?

I believe that is just the odds of actually getting said item per Buddha. There is a limit of course on the characters, can't have more than 1 svt or Moleman.
