Couldn't those all be legit vans from bonus boxes, with all of them on boardwalk tiles?

Yeah some people buy mystery boxes just to increase their bonus percentage. I remember a few posts about how mystery boxes on average yield the best bonus % per donut. So a ton of news vans does not mean it's hacker for sure. Could be a donut farmer, which at this point shouldn't be considered cheating.
