Your level is only part of the equation. What quests are in your taskbook? What was the last main storyline building/charecter that you unlocked? Also try to have all of your charecters free at the same time. I think you need Bart and Homer free together, possibly Lisa too.

You should have gotten the houseboat and the cap'n a long time back.
Make sure all your people are free. Maybe it's a bug

Wow that's crazy. Keep doing the side quests and try to keep everyone free once in awhile. I think some if the side quest block charecters from getting new quests. If you haven't checked out the bugs and issues forum, there's a sticky for common solutions that may help. Lastly try to open a ticket with EA.

Have you tried storing and unstoring the Squidport Entrance?

Have you purchased every building that doesnt cost donuts? I remember I had a quest stale out because I didnt have any money for Pimento Grove, it wasnt associated with any tasks, and thought it was ugly so I didnt buy it. My Herman quest line stopped dead in its tracks for 2 weeks. I bought the restaurant and after it finished building, the quest restarted.
