How many weeks of not playing do you give a neighbor the boot?

Usually a month but if they dont start an event, and there's nothing to tap then about a week.

I am being more lenient during this event because of the crashing and freezing problems...im getting it happen so i know there are loads of buildings untapped in my main town.
