Well, assuming you are able to, the shorter the task the more money and XP you can generate.
If money's not an object, the tip on the street is to buy the weather station, and sell it back (repeatedly) and you can get lots of XP this way. A level typically costs around 300,000-400,000 cash. So you really get a lot of XP, then have the opportunity to win donuts.
