When the update was released everyone must have just set Lisa on her way and their was a good chance they sent her to you if you were the only one appearing in the list and the possibility is the task is stuck and sees Lisa has not released the snakes. Honestly?
I'm trying to prevent a blacklist situation by pointing out that we do not know if these people did anything for sure so let's don't blame them offhand.
Myself and two others share multiple friends (it happens when you've been here a long time) and we have 5 friends that always take snakes from us. We discovered that the same towns take the same number of snakes from each of us even if we leave the town and go back in again. It is very unlikely that they have released Lisa that many times into each of our three towns even if it did get stuck.
I think it's some sort of glitch going on with certain towns?
