I don't normally like making posts like this but...
My theory is that they've been quietly retired. They are almost redundant due to high amount of complex content we now get.

If you have a multiplier high enough, you can spend donuts to turn on the XP multiplier. Then, you can max out the XP bar quickly to earn bonuts. Every time you earn bonuts, they reset your XP bar and set the maximum higher. If they put out level 60, everyone's maximum XP amount will go down, allowing them to earn more bonuts faster...
