I completed the redwood tree and money mountain..

There's no time limit on this aspirational. If you do get Cecil the quest will start and one does it at their own pace. Hope that helps.

I'll contact EA, but I'm in no hurry. That game does not have a lot of cash so I couldn't start it anyway.

There must be a requirement of some sort to unlock Cecil so low level players may not unlock him right away. You might need playable Bob first or something like that

Did u try going to Krusty Land? It triggered for me this way

Once I finished Land of the Lard Pt. 1 it triggered for my secondary town. It was earlier for my main town which already had Cecil.
