Hinduism and Buddhism have some common symbolism. There are Buddhist symbols with multiple arms, such as Avalokiteshvara, the bodhisattva of compassion:

The ice god is generic enough that it's tough to even tell which Hindu god it's supposed to be, as it has things in common with depictions of both Vishnu

Since there hasn't been an actual Buddha statue released, and there's no Hindu temple in Tapped Out, putting the ice god in front of the Buddhist temple is a fairly sound decorating decision.
