IRS job manager strategy

I'll try going through all my characters and selecting their premium skins - thanks for the idea!

For sending all - my game is sending "all who are available and have a task of that duration"

So far I've tested this with 1, 4 and 8 hour tasks. I'll try a set of 24 this weekend.
