He will speed up tasks, but this won't be realized until a bit further along. For example, on level 10, you have only Lisa and Jesse who can collect 140 fertilizer. With just Lisa, this will be 14 3-hour tasks. With Jesse it would be 7 rounds, saving 7 rounds of 3-hour tasks. Doing a quick calculation, he should save you about 40 rounds of 3 hour tasks (a bit less if you have some of the premiums). To me this is a significant improvement.
Also, if you do the Rail Yard grind, this should help you as well (this is my primary reason for getting him).
