So because the Konami code was included in tons of games, entering it to gain full power-up's or an extra 30 lives is feature, and not a cheat?
It is a feature. Konami felt that the game would be "too difficult" for most players to beat the game, thus putting in the code. I've seen that posted before on the history of the code.
It's more a fact if the player considers it cheating. I've beaten the game without the code, after I knew about/used the code. If the player is just simply trying to "beat" the game, using the code serves the purpose for that goal. The player can strive to beat the game without the code (like me), but the outcome is still the same. The game is beaten.
