To be fair...
Often preordered console games come with two types of bonuses:
1. Tangible items (maps, statues, books, etc)
2. Virtual/add-on content that actually impacts the game itself
In 98% of situations I've seen... virtual content is always made available (after a waiting period often) to the public eventually, for a price.
