The Carousel jobs bug ought to say requires quest. It needs some of the event quests from xmas 2018 to be completed, so if a player picked it up later there's no way round that.
Adding something for event expired to the requirements for those jobs would probably solve it, but it'd need the Studio to change the code for that.
