While I'm no more gleeful about an item cap than the next player, I think it may be there for a reason - in case of lag.
Still, it wouldn't be so bad if there was a way to tell how many items you have in your town.
I have this sneaking suspicion (PURE conspiracy) that EA doesn't count Premium items towards item cap.
