I think you should start planning out a few districts. Where they ought to be and how big they need to be and so forth. Leave the rest to when you start building :)

I did it using a Microsoft XL spread sheet. I made the boxes square on excel. Every box on excel equaled on pavement/river/concrete square. I used different color codes to keep it simple. I then designed my town while sitting at the computer so I could count using the excel program. Here is what I made.
