Just discovered a SideShow Bob glitch
SSB is glitched for me. If he appears in a city, I just need to leave and come back. The camera then zooms in directly to him. (android)

I don't think its a glitch it happened to me http://www.supercheats.com/iphoneipad/the-simpsons-tapped-out/2820/Side-Show-Bob/ this explains it and it is true. Once other Springfield hits level 20 he will appear everytime you visit you don't have to wait 24 hours he will keep doing that until other Springfield updates to level 25 then he won't frequently appear
