This is not speculation. I was one who got the update before it was removed. Level 26 features the Wiggum House (with Ralph) and El Chemistri as purchasable buildings.

Ralph comes after you complete the build of the Wiggum House, the house is 175,000 (or at least it was when the level glitch came out). Yes, Ralph does speak, he says "Okay, you're the Mommy" & "Okay Master" when you send him on tasks. He also says things like;

My Imaginary friend thinks you're stupid
I'm a doggie, quack quack
You choo choo choose me
When I grow up, I want to be the new itchy & scratchy game
When I grow up, I want to be a principal or a caterpillar

I would've loved to hear 'Hi super nintendo Chalmers!' when you tap him lol or my cats breath smells like cats food
