I too have recently had this issue with Legs and Louie, though have not tried for awhile since I seldom do 1 hr tasks anymore (Frink flying is an exception).
One addition along the lines of Legs and Louie I would love to see added is the the third person in their goon squad trio, Lips. Add Fat Tony's yacht to Squid Port options with Lips as a character, then have quests involving them dunking guys overboard off the boat, taking girls (Mindy?) our for a ride, ect. Just a long time thought. I will post more in upcoming weeks.
