Yes stop the game without exiting, like tapping the recents key. The only thing I can say is level up a couple of times with the XP collider off and see if those stay, then turn it back on and see if that resets it. Also turn off anything like game tuner or game Tools in your settings, I think that might have something to do with it too.
Taken all together this strikes me as way too complicated to be a feasible explanation of how to fix this glitch.
