Yes. Even after today's update, I still have Longshot Skinner. I haven't actually won him yet.

It is a glitch.
When you send Gummy Joe on task with Skinner (Pt 4, where you're stuck on 'til you get all Finale parts), Skinner comes out dressed as Longshot Skinner.
Once you change his costumes etc., he resets back to normal.
