Losing Characters From Job Manager?
This is just a guess (probably a bad guess too since its such a large change in numbers) but the is it possible you changed the skins a lot of the characters were wearing?

Do you have a storyline going that says ... send Springfielders to (Task)
Lurleen has a task to send Springfielders to drink I believe. When that task is active almost everyone will be unavailable in the job manager. It won't pick up on people who have a yellow highlighted task from an ongoing quest.
