Tap on the rightmost button (build icon), then the Homer budda icon and you should see Gil's slot at the front of the list. Haven't tried tapping it though.

They should have offered multiple deals for Black Friday in different price ranges, so there's a chance everyone could still purchase. Maybe one for 100, 150, 200, and so on. Would've gotten them more money!

I broke down and did the deal. Gil showed up outside my Krusty Burger and after you clicked on him, he was gone. Said something like the deal is in the Premium section, but I don't get a commission on that.

Now he is gone till next time. Worked out for me, as I've only been playing since the Summer and the Brewery was on my personal want list for Duffman. Springfield sign is good, but I had to use the 50K cash just to buy land to place it. But the extra % for tasks will come in handy.
