I have a spreadsheet that I use to keep track of who visits each week, who has a tile, where everyone keeps their Channel 6/farm/stage and which of those buildings/tile they keep active for people to tap. I generally keep 100 neighbors, whether they're active or not, just so I can get the daily XP. If I get a friend request, I check my spreadsheet and remove non-visiting neighbors in the order of their last visit. Since I know people get busy or sick, it takes several weeks of not visiting or signs of inactivity before I consider removing them. The only people I delete after only a week or so of not visiting are random requests who couldn't find their way to my neighborhood even once.
I used to have a lot of random requests from players who then couldn't be bothered to be neighborly, but lately I've been getting requests from some really good, active players. It's always fun to open my game and see all the handshakes and mops.
