Mindy shopping error
That's a bit strange, I've sent Mindy on that task twice now as part of the shop till you drop quest :?

You're on the past that is exclusive to Burns and Smithers, if that's the case. The next part of the quest will be to send citizens, and it will unlock for everyone else.
