I only unfriend during events. If you haven't started the event within 24 hours you gotta go.
Outside of events? I love my neighbors that visit, but don't mind at all that some of my neighbors don't. Most of my neighbors are max level so none of us get anything out of visiting neighbors on a daily basis.
