My conclusion (so far, it could change of course) is that if you want more debris in your town, the rocket now provides it.
1. For people who've cleaned up all debris in their original acquisition of land, but want more
2. For people who complained the new land additions didn't come with new debris too.
You can only store one of each type of debris. If you want more, you must place it so its storage slot is empty. This prevents accumulating debris in your inventory. (I have four different types, one each)
Remember that in the past, debris contained hidden donuts discovered when Homer or Lisa cleaned it up. So the incentive to launch the rocket is to get other miscellaneous decorations, as well as debris to clean and hope for a pink sprinkly.
