Basically if you're "caught up" then you'll be allowed 4,500 additional blue prints form the board every day. Seems kind of weird but I am at 26,000 without really grinding so I guess there's no need to worry.
No matter what numbers we have to hit, these events always seem to find a way of working themselves out.
