There's still Act 2 and Act 3 to go. But no, right now you cannot buy them.

There are curved, short and s shaped tracks in Act One. I have them. They come in the station pack prizes.

Wish the straight tracks were longer so I could place it between buildings.

But you're still limited and can't build it the way you want if you want it big

I'm waiting until all the pieces are obtained before I determine how big it can be.
