It's not higher ground. Look at my picture. The road goes in as usual.
I'm still missing two sections of mountains from the glitch, one where the highway is and one where the dam is. The train tunnel wasn't there before, and I had monorail track running through there. That's the one I accidentally replaced. So bummed.
