There were other things he could do. Although I like how he shoves the whole key in his mouth when "eat key to city" is finished.
The church task is a request task by Rev LoveJoy. You can't choose it yourself. So it's a special mission which happens sometimes.
It disappeared right after the quest ended as far as I can remember.
