He is on the cobblestone in my town. I will have to watch and see if he migrates to the dirt roads. I have plenty of them to be cleaned.

I am glad I check this forum - wasn't going to buy Mr. Sparkle for 100 donuts until I saw here that his tasks pay out SkyCredits. So it's really 100 donuts for Mr. Sparkle plus all the extra stuff you'll be able to craft. Pretty good deal!
