Mutant Seed Payout
It's all random. I also have 2 towns and some days I get more in one town or the other, but over a period of a few days it pretty much evens out.

The difference between my towns' payouts is always noticeably in favor of my secondary town though. I was thinking maybe it was to help lower level players in the event but maybe my second town's just really lucky.
