Neighbor Visit Frustrations!
Also having this problem, plus it seems neighbors are getting notice my town is full but I seem to have cleared all Feds.

I have no problems dropping Feds. Usually only 3-4 towns are full when I do my rounds, so I tap one present and come back later to drop 2 Feds. I've noticed in my town, I'll have handshakes when I'm not full of Feds. I've read this may be a problem happening to others as well. Not a big deal as I seem to be on schedule for presents, just hope it gets fixed soon!
