Neighbor Visit Frustrations!
Also having this problem, plus it seems neighbors are getting notice my town is full but I seem to have cleared all Feds.

Cleared my town today (3 AM EST) to get started on the daily quests and visit friends and when I went earlier today to clear it around 2PM EST I had a TON of handshakes and ZERO FEDs running around. I proceeded to clear all handshakes and close the app. I then check back around 10:30 PM EST to clear my town for neighbors and still have ZERO FEDs. I did however have around 30-40 handshakes.
Almost 24 hours with no FEDs but a LOT of handshakes.
