Neighbors Glitch fix
I saw this posted on Reddit and it worked for me. Go to the Friends Screen Tap the Friends List, ie the place you send and approve requests Find a Friend that's affected by the glitch...

This only seems to work for you, a friend who visited me a lot still hasn't been back to my town.
Didn’t work for me. Still only have the vandalism option as mentioned by torin8337.
