- I have one. Usually very active. Even after Easter. Now, I figure they're on vacation. It IS June. And its only been a week since the event started. They haven't cleared things at all. I Take a quick look around their town, and move on. If I really needed emblems I'd probably give them another week and then drop them. But I'm way ahead in the event, so I'll wait. :)

Very similar for me, I have a neighbour who is usually very active but not in the past week. They haven't even started this update yet.
I deleted a few others who hadn't started but I don't want to delete this person as they're usually a good player, so I figured they must be away or sick and I've just been skipping their town during this event.- i tap everyone. i think i have a few newbie neighbors slowly progressing throughout the game - one is one 13, another on 21 - and i'd like to see their town grow. inactive neighbors haven't really affected my currency collecting; unlike Easter where i got like 50% new neighbors. so i'll keep them for now.
- oh this is one of my neighbors, i keep him around just for laughs.
i have another that is just Homer standing there all alone, no buildings. lol. - I have two long-time neighbors who are not playing at all. There's nothing to tap, not even for cash. I'm very sad because they had both come back after Easter. I won't drop them, though, for sentimental reasons.
Now... a few folks were very slow to begin the event and even when they could start spying, they didn't clear their towns or visit. I deleted them not so much because I need the emblems, but to give the spot to someone who DOES want a good neighbor like me.  - Over the weekend I deleted the people who hadn't started building their lodge yet. As of now I have a couple people who've build the lodge but haven't come posted homers four hour task to give me the ability to spy on them so they'll get deleted tonight when I do my rounds. I have a couple friend requests waiting to be accepted so I have no problem deleting inactive players. I want neighbors who play everyday and will visit me as often as I visit them.
- With a full list and regular requests, I don't hold on to neighbors who aren't playing, unless I know there are extenuating circumstances.
- I would bypass until I got the emblems for the day (60 or 300), then tap on them like any other non-emblem giving building. The three that weren't participating right away I gave until Friday, two weren't online all week and one started to participate slowly and who I know visited me at least once a day while they were at 0 emblems.

I waited until last weekend and then I deleted any neighbors I had that weren't in the event. There's a whole thread of people looking for new friends, so it didn't take long to replace them.
Same but I did it today.- Of course I tap for them. I only have a few, so why not? I understand that some people are having a tough time getting the event update. One frequent poster here has this problem. It only makes it worse on them to not be getting any handshakes. I don't want to punish people who potentially have tech issues with the game. Besides, it's not like you don't get anything out if it. You get money and a chance at a donut. It takes 2 seconds, it's not really a tough decision for me.
