You can have Belle and Rich Texan working at the same time as long as you do it in the right order. Send whichever one of them to make the current item first. Then have homer or Apu switch to the other item and send the other character.
Also according to the event calendar there is crafting in the last couple days or so of the event. I feel maybe EA has set it up this way to keep people engaged through the whole event. It seems a lot of people get bored and either slow down or stop playing at the end of events after they have accumulated all the prizes and crafted multiples of each item. I do wish there was more to do currently but the pacing keeps me anticipating the next prize (with an exception to the gates and fences.)
From my own personal taste and what I've seen in the forum it seems that the anticipation, and unveiling of new items is one of best parts of the game for many. I think thats at least part of the reason EA has set up the multiple acts and prize pacing the way they have.
