Koi pond, gong, or zen garden for the Temple. Or maybe an actual Homer Buddha statue, since that already has a design of sorts.
Cast iron benches to match the fencing. Maybe trendy little cast iron chairs, too.
Some kind of small fence/curb to put along the transition between cement and grass.
Concrete walls, along the lines of El Chemistri's little wall.
I second the one-square tree idea. We sort of have one, but at times the bright pink pot won't really work with the space.
Fences that can more easily have stuff going along them. Why do fences take up the whole square??
Car decorations for the roads. (And, perhaps, the parking lots.)
Birdbaths and other such lawn ornaments.
New types of flowers, maybe white or yellow. The ones we have a great, but they're starting to get overdone.
For that matter, flowering trees. (I've been trying to fake it with the dead trees backed by flowers, but that takes some extra space.)
A slide for the school playground.
Anything that can raise my Consumerism rating, without having to build hundreds of kwik-e-marts
