Ahhhh! Maybe what they mean by stuck is not what we're thinking they mean.
There are Gryphons (winged monsters) that people are reporting cannot be tapped away. Maybe that's the 'stuck' they mean. Stuck in their town and can't be tapped rather than stuck in one spot.
the giant monsters can be moved they're threated as decorations.
