Yes it is. But this is a game, so technically they can release it as a standalone building. There's a lot of buildings we got that aren't located in Springfield & we still got them. The Sunsphere being one of them
But unlike the Volcano Lair or the Sunsphere, they'd have to design a stand-alone ICBIALF from scratch, so I doubt it is going to happen.
Not really. The design of the store is there. All they have to do is add walls to the side. They do it all the time for buildings.
