All of those seem doable (and enjoyable, especially sports and bts) but some would be minis, including Shelbyville. I've thought about how to include Shelbyville in Tapped Out many times and there just isn't enough stuff for a major event or an expansion.
I'd like to suggest an alternative, if I may? An outskirts major event that includes Shelbyville, Ogdenville, and West Springfield each with their own dedicated act in the event.
