every week it restarts from 0 with new set of prize. it says at the bottom of that screen: Weekly prizes reset in:

I've not seen or heard anyone else on the forum mention anything even close to what you posted in your screen shot, all that I can suggest is that you contact EA support and see if they can reset the railcard for you as I'd guess you're going to end up either missing out on track pieces or donuts maybe even both and that's just not on
