This is correct. Those who haven't gotten the fire station still see matches to light in towns that have achieved the last prize - they torch three buildings and get their medals/cash but in the town they tapped, nothing registers as a handshake. The exception is the elementary school: looks like it's burning to the visiting neighbor, shows up as graffiti in towns that are done with the quest line.
