True, but those instances are cases where the characters are readily available, it's just the skins that are showing up when you don't expect it. This is a character that nobody is supposed to have yet. Still could just be a glitch on EA's part - they've been known to have a few...

And yet I play by the rules - and my seed town got Norbert, his red plane and gold train3 days ago! It is bewildering to me how my side town got him so early. and I'm grinding away the flights in my main town and cannot see how I will ever get the plane. And I'm not cheating.

Thanks @JJR2112 :) I already have all the lost luggage prizes (got the last one last night) so maybe I'll get Norbert's plane soon. I didn't know it had to go on the runway though? Guess I'll need to make room...
