Nothing to tap on when visiting other towns?
Been wondering this lately myself. I do know if they have not played in awhile that it wont come up and threeof yhr towns on my list still have the alien sound when you log in and no money which tell...

You might have had some people lose interest in the game, check when they last played and if it's more than a week just remove them from your list and seek out replacements.
If they are playing sometimes you might just have bad timing, you might have caught them before they could clear out the handshakes or right after they cleared out all of them but before the buildings regenerated money...maybe trying to tap their town later in the day will bring you better success with this.
