A sequence that runs through both types of scratch cards seems to be happening to my game, and has done through the time I have played. Although the pattern changes at each update, over past 3 days I have bought 4 cards all except one got me 3 mallet or higher.
These wins have occurred after the normal no cost scratch play reveals one bomb and two fire axes.
When I was running two towns, for a few days the regular scratch cards synched up and were revealing identical prizes before the next update happened. There's definitely a pre-decided pattern there.
