I think it looks pretty cool, but I'd put more grass around each of the buildings, since they're on grass already automatically, it looks kinda weird with just some grass on cement. Sorry pet peeve. Looks good though!

Thanks! I tweaked it a bit with some hedges and moved some things around.

With the modifications

In my opinion, it looks nice but I think the bunny hedges are a bit much. They don't really fit in. Also there is too much concrete. Maybe try making walkways to the buildings and leaving grass areas around them to give the area some liveliness. Other then that it's very nice. :D

The only other thing I'd suggest would go against your design plan so I will leave that out.

EDIT: I just noticed this, but if think opening up the area where the roads end between the courthouse and town hall would make a little more sense. I mean think about it, the courthouse needs more then on access point, and most definitely needs on of its own.

I'd agree with what others have said. Too much concrete. Otherwise it's good maybe turn the concrete into a park with the fountins and add some more flower beds :)

I'm in the same boat as you, I see a lot of great looking towns and ideas and mine seem drab and boring in comparison.

Anyway, yea too much concrete. I always struggle with concrete vs. green space, seems like there is not enough ground cover choices. Maybe add some benches around the fountains? Hedges look good around the courthouse. I think I would have both building rotated 90º so they are street facing. Looks a little awkward with the court house facing the back of the Town Hall.
