previous owner had to have front tag in his state. dont know why he drilled the bumper when there is a stock mounting plate on the bumper already. coated the fmic black also.

The plate has been moved to the side to allow maximum airflow possible to the intercooler for your turbo, if its in its standard centre position it would greatly restrict the airflow,looking at the pic. See stock subies run a top mount intercooler, that's why there is a scoop on your hood. But once an aftermarket intercooler is fitted its better to place at front of the car. Many leave the scoop as added air for the engine plus still looks cool.
