You're right: you get FPs in your own SF only if neighbours have graffitiied your graffitiable buildings (Springfield Elementary, Moe's, Town Hall and Police Station). However, I've also read that you can get FPs if your neighbours tap Channel 6, your lemon tree and your crop at Cletus's farm. Is that right, anyone?

So vandalise away!
